Because Magnitsky will not be effective
Since the blockades in Cuba, Nicaragua, Iran, North Korea, Russia, and where it was implemented precisely against satellite countries permanently treated as doormats, colonies, and in an abusive manner, nothing can get worse for them. They have lost their fear because they never had any expectation of dignity in their autonomy, independence, and sovereignty.
They cannot make military purchases free from US censorship, threats, and vetoes in the way they wish, and in the most effective way and from the source, because they provoke the North's ire.
They cannot export bananas because the companies exploiting the banana plantations are monopolies of American exploitative companies that control the rulers and even denigrate them as banana republics.
They create false sanitary and ecological barriers, accuse them of exploiting slave labor, of using agronomists, and accuse them of disrespecting democracy.
As in the empire, the only option left for slaves is to try to escape until the day they die.
Nothing is worse than the next day for the oppressed.
They cannot have nuclear submarines, nuclear bombs, missiles, supersonic aircraft, or armored vehicles; they can only accept submission in the name of companionship with their fraternal ally and protector of the Christian democratic principles of freedom.
Nor do the American people benefit from the imperialist policies of the elites of their own political-military system; the poor of America live as slaves in their own system that excludes minorities.
